PwC appointed receiver of Tintina Housing, replacing Deloitte after 27-year mandate

The Supreme Court of Yukon approved an application by Canada Mortgage and Housing Corporation to appoint PricewaterhouseCoopers Inc. as receiver over all assets and undertaking of Tintina Housing Society, including 19 residential properties in Watson Lake, concurrent with the discharge of Deloitte Restructuring Inc. as court appointed receiver. The appointment order was granted on December 5, 2025, ensuring continuity of management following Deloitte’s request to step down after more than 27 years in the role.

Tintina Housing Society was incorporated in the Yukon Territory on September 14, 1984 as a non profit society established to provide off reserve housing to members of local Indigenous communities in Watson Lake. Between 1985 and 1989, CMHC entered into four Urban Native Non-Profit Housing Program agreements with Tintina, supported by CMHC subsidies and mortgage insurance that enabled 100% financing for the acquisition of 19 single-family homes. These homes constitute all of Tintina’s assets. Tintina was involuntarily dissolved by the Yukon registrar of societies on May 18, 2021 and has no remaining directors, officers, or members.

Tintina defaulted on its obligations under the housing agreements, including breaches related to compliance and reserve funding requirements. As a result, CMHC took over the underlying mortgages and became Tintina’s sole secured creditor. CMHC commenced enforcement proceedings in June 1998, leading to the appointment of Deloitte as receiver and manager over the Tintina Houses on September 1, 1998. Since that time, CMHC has funded the receivership and subsidized operations to preserve assisted housing for tenants.

Deloitte managed the Tintina Houses continuously from 1998, implementing accounting controls, contracting local property management services, and overseeing repairs, renovations, insurance, and tenant relations. In early 2025, Deloitte advised CMHC of its preference to be discharged by the end of the year. Deloitte initiated a sale process in mid-2025 but suspended and terminated that process in October 2025 at CMHC’s request. Deloitte then sought court approval of its accounts and a discharge, which the court granted on December 5, 2025.

CMHC advised the court that the Tintina Houses continue to require active management to avoid deterioration and to maintain compliance with housing program requirements. PwC has been appointed with broad authority to manage operations, engage contractors, prepare budgets, maintain insurance, and, if directed, conduct a potential sale or transfer process. CMHC stated that its long-term objective remains a permanent solution that removes the properties from receivership while preserving subsidized housing for existing and future tenants. Negotiations toward that outcome are ongoing.
